Monsoon Session of the Parliament 2022

The Monsoon Session 2022 of Parliament was scheduled to commence on 18 July and was prone to carry on till 13 August. The Lok Sabha and Rajya Sabha should be convened at 11 am from Monday onwards. As per the bulletin released by Lok Sabha total of 29 bills can be placed in Parliament, away from which 24 are new bills. Important bills to be introduced when you look at the monsoon session of Parliament.

Mr. OM Birla ( Speaker of Lok Sabha ) conducted a meeting before the commencement of the session The meeting was skipped by several opposition political parties, including Trinamool Congress (TMC), Telangana Rashtra Samithi (TRS), Shiv Sena, Nationalist Congress Party (NCP), Bahujan Samaj Party (BSP), Samajwadi Party (SP), Telugu Desam Party (TDP), Shiromani Akali Dal (SAD) and Left parties. The Biju Janata Dal (BJD) also had no representation. However, Congress and its allies, Dravida Munnetra Kazhagam (DMK) and Indian Union Muslim League (IUML), attended the meeting. The Opposition demanded a discussion regarding the Agnipath scheme, unemployment, and farmers’ issues. 

Monsoon session of parliament in India is convened by whom?

India does not have a fixed parliamentary calendar. by convention, the Parliament meets for three sessions per year. The President summons each House regarding the Parliament every Year So often. The gap between two sessions of the Parliament cannot exceed six months,  A session associated with the Indian Parliament may be the period during which both houses meet every day. You can typically find three sessions per year. A session contains many meetings. The entire process of calling is called Summoning of Parliament. It is done by the elected president who summons the Parliament.

In this article, we will be discussing the Monsoon session-2022   

  • The monsoon session is held from July to September every year.

  • This is after a break of two months after the budget session.

  • In this session, matters of public interest are discussed.

The Family Courts (Amendment) Bill, 2022

This seeks to amend the parent Act when it comes to the establishment of Family Courts when you look at the State of Himachal Pradesh with effect from the 15th February 2019 and in their state of Nagaland with effect through the 12th September 2008, and for insertion of a section that is new to retrospectively validate all actions under the parent Act taken by the State Governments of Himachal Pradesh and Nagaland.

The Weapons of Mass Destruction and their Delivery Systems (Prohibition of Unlawful Activities) Amendment Bill, 2022

This bill seeks to:

 (a) prohibit financing of every activity in terms of weapons of mass destruction and their delivery systems;

 (b) empower the Central Government to-

 (i) freeze, seize or attach funds or other financial assets or economic resources to prevent such financing

 (ii) prohibit making available funds, financial assets, or economic resources for almost any prohibited activity about weapons of mass destruction and their delivery systems.

The Indian Antarctica Bill, 2022 

This bill offers the national measures for protecting the Antarctic environment and dependent and associated ecosystems and also to give effect towards the Antarctic Treaty, the Convention regarding the Conservation of Antarctic Marine Living Resources, and also to the Protocol on Environmental Protection to your Antarctic Treaty and for matters connected.

The National Anti-Doping Bill, 2021

This bill provides the constitution regarding the National Anti-Doping Agency for regulating anti-doping activities in sports and to give effect to the United Nations Educational, Scientific and Cultural Organization.

The Central Universities (Amendment) Bill, 2022

This bill seeks to amend the Central Universities Act, 2009, to present when it comes to the establishment of Gati Shakti Vishwavidyalaya as a physical body corporate.

Short Duration Discussions held in the session 

The  Lok Sabha held one Short Duration Discussion under Rule 193 on price rise. further discussion regarding the need to promote sports in India and steps taken because of the Government raised by Shri Gaurav Gogoi on the 31st March 2022 in Lok Sabha was also brought up but again remained inconclusive.

What Happened in Monsoon Session 2022?

The Monsoon Session of Parliament ended a few days before the scheduled date on Monday as the opposition disrupted proceedings within the dilemma of Price rise, ultimately causing the passing of only seven bills in the Lok Sabha and five within the Rajya Sabha.

The Parliament was adjourned sine die on the evening, marking an end to the monsoon session, which was to end on August 12,  A total of 16 sittings were held in both the houses however the Lok Sabha proceedings were held for only 44 hours, and 29 minutes. In the Rajya Sabha, the opposition is more aggressive, meeting were just held for 35 hours, as 47 hours were wasted as a result of protests and adjournments.

In the Rajya Sabha, 23 opposition members were suspended after so many remainders caused disruptions this week. Whereas in the Lok Sabha, 4 Congress members were suspended for the rest of the session for protesting on the streets against the summoning of interim party president Sonia Gandhi by the ED, other opposition parties like TMC, Left, and AAP, and others, carried from the protest within the House.

This session also witnessed the farewell of President Ram Nath Kovind, whose term as president of India ended on July 25, The New President Droupadi Murmu took the oath of office during the Central Hall of Parliament on July 25 with this session. The election associated with the vice-president was held on August 6, when NDA candidate Jagdeep Dhankhar was declared the winner and elected vice President. The Rajya Sabha gave a farewell to  Upper House Chairman M. Venkaiah Naidu on the 16th day of this Monsoon Session.

What is Adjournment?

As soon as the house's sitting is terminated to meet again at the time appointed for the next sitting, it is called Adjournment.

  • The house's sitting may be postponed through adjournment for a specified time, such as for hours, days, or weeks.

  • If the meeting is terminated without the time/date that is known as the session has come to an end.

  • The presiding officer (Speaker or Chairman) of the House has the authority to adjourn, and adjournment sine die.

What is the sine die adjournment of Parliament?

This situation occurred when both the houses of the Parliament, i.e., Rajya Sabha and Lok Sabha, issued the sine die adjournment when both the houses were adjourned just before the set schedule. Since only four days of the session were left, both houses issued a sine die adjournment policy that means the Monsoon Session 2022 has arrived at a finish.

Conclusion

The Parliament was adjourned sine die on Monday evening, marking a finish to the monsoon session that was to end on August 12, four days before schedule. A total of 16 sittings took place both in homely houses nevertheless, the Lok Sabha proceedings were held for an overall total of only 44 hours and 29 minutes. The Rajya Sabha met just for 35 hours, as 47 hours were wasted on account of protests and adjournments.
